ガチガチの公務員が主人公、環境課とはいっても処理するのは隣近所のトラブル。 ロックバンドの音がうるさいとのクレームを処理するが、ひょんなことから自宅の地下室を貸すことに。 バンドの内輪もめで脱退者がでて、バンドは存続の危機を迎えるが、主人公にベースマンをやってもらうことで・・・。 みんな良い人ばかりなので、ドラマは苦笑の連続となる。
