30年ほど前、ひとりの赤ん坊が川に捨てられた。その子は奇形児だった。やがてその子は、ペンギンたちが生棲する地下の下水道へと流されていった。そして現代、ゴッサム・シティはクリスマスを迎えようとしている。その頃、ペンギンと名乗る男（ダニー・デヴィート）が部下をひきつれて街を恐怖へ陥れようとしていた。彼は、30年前に捨てられた赤ん坊の現在の姿だ。一方、街の実力者マックス・シュレック（クリストファー・ウォーケン）は、シティの電力を全て我がものにしようと画策していたが、そのことが秘書のセリーナ（ミシェル・ファイファー）に知られてしまい、彼女をビルの窓から突き落としてしまう。しかし、彼女は降りつもる雪のクッションと、野良猫たちの介抱により、死から免れた。生来内気だった彼女は、その事件を機にキャットウーマンとして社会に、そしてマックスに復讐を誓うようになる。ペンギンはマックスと結託し、自分の両親探しを市民にアピールしつつ、シティに君臨しようと企む。その野望に気づいたバットマンことブルース・ウェイン（マイケル・キートン）は、ペンギンたちに戦いを挑むが……。

This movie is worth seeing even if you don't know anything about Batman. The story line is entertaining and the competition between the characters makes for an exciting plot. I wasn't sure if I'd like this movie, so I had hesitated to watch it, but I'd recommend seeing it one time even if you feel like I did.

This movie was definitely better than the first movie and proves to be an entertaining movie. Danny Devito’s portrayal of the Penguin is superb as well as Christopher Walken’s acting in a supporting role. Tim Burton has done a great job with this movie and is definitely worth watching.

This movie is by far one of the worst Batman movie ever, if not the worst super hero film. Director Tim Burton takes this movie and turns it into his own style, a style that is not suited for Batman in my opinion. This movie was not a Batman movie. It was Tim Burton fixing something that was never broken.
