美しい自然が残る香港郊外の海辺・青羅湾。若き実業家リウ(ダン・チャオ)は、この美しい自然保護区域を買収。リゾート開発のために海中に設置した超強力ソナーで海洋生物を湾から排除し、埋め立て許可を取り付ける。そんななか、環境破壊のために行き場を失った“人魚族”は難破船に逃げこみ、絶滅の危機に瀕していた。幸せな日々を取り戻すため、リーダーのタコ兄(ショウ・ルオ)の指揮のもと、一族は「リウ暗殺作戦」を決行する。

I'm pretty sure much of the intended comedy was lost in translation. However, it was still funny at times although never reaching the universal comedic appeal Chow generated in his previous movies. I am on the fence about the third act's tonal shift and I don't quit think it blended well into the absurdist comedy. Still a good watch though.
