合衆国の戦略空軍基地。リッパー将軍の副官として赴任したマンドレイク英空軍大佐（ピーター・セラーズ）は、突然「Ｒ作戦」開始の命令をうけて愕然とした。ソ連攻撃に備えた緊急かつ最高の報復作戦「Ｒ」を下令するのだ。基地は完全に封鎖され、厳戒態勢がとられた。また哨戒飛行機の全機も通信回路が遮断され、基地からの指令だけしか受けられない状態になり、50メガトンの水爆を搭載、直ちにソ連内の第1目標に機首を向けた。その直後、大佐は司令官が精神に異常をきし、敵の攻撃もないのに独断でこの処置をとったことを知ったが、手遅れだった。
